Include coding.h.  Use POINTER_TYPE*, not void*.
(Vlocale_coding_system): Declare.
(Qcodeset, Qdays, Qmonths, Qpaper): New.
(Flanginfo): New.
(syms_of_fns): Initialize new stuff.
